DOC Graduation

A group of new Correctional Services employees enter the room during their graduation ceremony in 2015.

Staffing problems aren't new to the Tecumseh State Correctional Institution. In 2004, a group of employees protested outside the prison, complaining of unsafe working conditions and a lack of respect by administrators. Here, Bill Montz, a union steward and a corporal at the State Penitentiary, encouraged a driver to honk a show of support.

With the prison floor behind them littered with damage and debris, Gov. Pete Ricketts (left) and Nebraska Corrections Director Scott Frakes discuss the aftermath of the May 10, 2015, riot at the Tecumseh State Correctional Institution in this file photo.

Ken Sturdy, in charge of training new Correctional Services employees, welcomes the fifth graduating class of 2015 at the Staff Training Academy in northeast Lincoln. He'll take the stage more often in the coming fiscal year, because the department will double the number of recruits it trains.

A newly trained Correctional Services corporal proudly wears her new badge after a graduation ceremony late last month at the Staff Training Academy in northeast Lincoln.

In this file photo from 2015, contraband seized from inmates — shivs, a slingshot and a razor blade taped to a toothbrush — is displayed to show Department of Correctional Services trainees how creative prisoners can be.

A prisoner meticulously crafted a replica of a 9mm pistol -- but it was confiscated and is now on display at the Department of Correctional Services' training academy.

A variety of shivs, pocket knives and other weapons -- confiscated from Nebraska prisons -- are used to teach future employees of the Department of Correctional Services.

Tecumseh prison

The tower at Tecumseh State Correctional Institution.
