In: a hotel. Out: eminent domain. Yet to be determined: whether those two things are mutually exclusive. The Lincoln City Council moved forward Monday with redeveloping a block at 17th and Q streets into a hotel, but without the help of eminent domain, its right to condemn and purchase property if negotiations with the owners fail.
