A look at the city/schools proposal

The JPA funding will be used to expand three distinct programs.

Protective services: The JPA would provide $390,000 for seven police officers. That includes six school resource officers who will work in 12 LPS middle schools and touch base with elementary schools, and one threat assessment officer who looks at social media and other information to identify people who are potential threats.

The $390,000 covers two-thirds of the costs of the officers, the city's share. LPS would pay the other third from its budget, an estimated $210,000.

Currently, the city and schools jointly pay for six school resource officers, one in each high school. Under that contract the city pays $384,480 and the school district is responsible for $203,548.

The school resource officers would be part of the Lincoln Police Department, hired and supervised by the city.

The police would begin the hiring and training process for new police officers after the JPA is formed. New school resource officers would be in the middle schools in January 2019 at the earliest, but more likely would start in the fall of that year, according to Chief Jeff Bliemeister.

Preventative measures: The JPA would provide $400,000 to the school district to increase mental health services by adding one additional LPS social worker and additional therapy services for students.

LPS now has 37 part- and full-time social workers. LPS also contracts with both Child Guidance and Family Service Lincoln to provide individual therapy for students at school. Therapists from Child Guidance are in 16 schools and Family Service therapists are in 18 schools.

The district’s school psychologists also work with students, create plans and do assessments but don’t provide individual therapy.

Proactive measures: The JPA would provide $1.21 million for Community Learning Center programming. About $600,000 of the funding would pay for the six city Parks and Recreation Department-run CLCs, assuring continued funding for those programs, and for $80,000 the city already contributes to help run two other sites. That money is now part of the city budget, where it competes with other city priorities, said Lynn Johnson, Parks and Recreation Department director.

The other $600,000 would be used to increase the CLC leadership and staff, hired by the public schools, add additional activities and provide additional scholarships for students attending the programs.

City and school leaders believe the CLCs help reduce delinquency and improve graduation rates by providing elementary and middle school students with interesting and educational activities.

Currently, CLCs are operated using about $7.4 million in funding from a number of private and public sources. That includes $600,000 from the city for programs it runs, another $400,000 from the schools to pay for CLC administration, plus free space in schools and some federal Title 1 money that totals about $1.3 million.

The CLCs also are supported with federal and local grants and through the lead agencies, which collect some parent fees reinvested in the program. That complex funding will continue.

In addition, the city, the school district and a number of nonprofits are creating a Safe and Secure Kids nonprofit group that will oversee the Community Learning Centers, and provide advice to the JPA board.

That nonprofit group would be made up of four city representatives, four LPS representatives and four private sector representatives -- likely two from agencies that provide services and two from agencies that provide grants and funding.

School and city leaders hope the new structure and prominence of CLCs will help draw national grant money to expand CLCs to additional schools.
