The City Council on Monday voted to put a quarter-cent increase in the city's sales tax on the April ballot. The proceeds of the tax would be earmarked for street improvements.

Issues for next mayor

Mayor Chris Beutler has a list of issues he thinks the next Lincoln mayor should consider:

* Find funding for a new Air Park Recreation Center.

* Create a regional water supply with Omaha's Metropolitan Utilities District. “This is a big deal, because it seems to be the best way to organize the water supply for the future metropolitan area, by getting water out of the Missouri for all of us.”

Getting water from the Missouri is more reliable long term than other options. And it doesn’t create conflicts with rural neighbors, who use water from the Platte River system for irrigation, he said.

“It’s too early to define the possibilities, but the end result should be a totally integrated system,” he said.

* Renovate the downtown skywalk system, a challenge complicated by ownership issues that is going to be messy to solve, he said.

* Continue work on the Prairie Corridor on Haines Branch, a multi-decade project to provide a 10-mile corridor of tallgrass prairie and recreational trails from Pioneers Park to Conestoga Lake and the Spring Creek Prairie Audubon Center south of Denton.

“That can only proceed as fast as landowners are interested in selling or giving up land. It will take awhile,” he said.

The Prairie Corridor will be a unique attraction for Lincoln, something no one else has. Beutler said he envisions cultural bookends someday for the Lincoln-Omaha metropolitan area, with the Prairie Corridor on Lincoln’s end and Omaha’s world-class zoo on the other end.

* Build a youth baseball complex, an economic development project that will bring families to Lincoln for weekend tournaments.

* Create a transit authority to give more focus to how the city manages its public transit system. This would be an independent board with taxing authority that would be able to work regionally, not just in Lincoln, and could eventually work with Omaha as the two cities grow, Beutler said.

A transit authority may be a project for beyond the next four years, the mayor said.
