Aug. 28: Social Security

Older Nebraskans, including retirees, will benefit from a bill (LB64) that phases out the state income tax on Social Security benefits, with future lawmakers given a built-in opportunity to re-examine the tax exemption along the way.

Aug. 28: Retired military

A bill (LB387) to eliminate the state income tax on military retirement benefits was approved.

Approval of a plan (LB40) to appropriate $50 million over the next decade to create business parks near railroad lines in non-metro area was enacted.

Aug. 28: Police reform

LB51 from Omaha Sen. Steve Lathrop included a series of police reforms, ranging from requiring new recruits to submit to psychological examinations, more annual training, and bans on chokeholds and carotid restraints. It will also require law enforcement agencies to adopt policies on an officer’s duty to intervene when excessive force is being used.

Aug. 28: Hair discrimination

Nebraska laws banning racial discrimination in employment will now include hairstyles, particularly those for African-Americans who wear their hair in natural textures or protective styles. The bill (LB451) from Omaha Sen. Terrell McKinney allows employers to require hairstyle changes for safety reasons if they can be applied equally, and exempts law enforcement and the Nebraska National Guard, who set their own standards for dress and grooming.

One of the most popular policies to come out of the pandemic — an emergency order from Gov. Pete Ricketts allowing bars and restaurants to offer booze to-go — will remain in place. Lincoln Sen. Suzanne Geist’s bill (LB72) legalizing the practice and enacting certain regulations was amended into a package of bills signed into law.

In effect: Firework sales

Nebraskans were able to purchase more types of fireworks after a bill (LB152) from Sen. Julie Slama of Peru went into effect. The law expanded the sale of fireworks to include any device allowed under federal law, and allows the state fire marshal to deem fireworks unsafe in response to complaints.
