The Tallgrass Neighborhood, which is being developed by Hoppe Development in partnership with Habitat for Humanity, will feature affordable housing, market rate options and a host of amenities. It is rising southeast of 72nd Street and Capehart Road in Papillion. Affordable housing, manufactured homes and local control are at the center of a new federal law backed by Rep. Mike Flood.
