Justin Wheeldon buries his head in his hands in frustration during the March meeting of the Brownville Village Board of Trustees. In October, residents voted to recall two board members. A month later, the board announced it was hiring the pair for two newly created jobs, sparking outrage and animosity that is dividing the community.

With his gavel at the ready, Brownville board chairman Martin Hayes reads from the March meeting’s agenda. It isn’t unusual for Hayes to bang his oversized gavel when residents talk out of turn.

Kay Fish, former Brownville clerk, talks to the village board during its March meeting. Fish is the older sister of board chairman Martin Hayes, and was one of Brownville’s more vocal residents during the recall in 2023.
